On February 14, a strategic session meeting on the decentralization reform in regard to the local budgets was held which was attended by Deputy Minister of Finance Sergiy Marchenko.
The meeting was also attended by representatives of other ministries (Ministry for Education and Research, Healthcare Ministry) who jointly with the experts of the Ministry of Finance discussed the connection between the sectoral reforms and the decentralization of financial resources.
During the discussion, Deputy Minister of Finance Sergiy Marchenko reported about the results of the decentralization of financial resources which has been under way since 2015. He also outlined the key objectives of the further reform of the municipal finance management. These objectives include the improvement of interbudgetary relations and implementation of mechanisms for the effective financial management.
According to Sergiy Marchenko, the effective systems of public finance management is the basis for the implementation of state policy and strategic development goals as well as for the effective delivery of public services.
“The Government has recently adopted the Public Finance Management Strategy elaborated by the Ministry of Finance which considers the decentralization reform as one of key tasks. We have a strategic vision on how to increase the effectiveness and quality of public services at the local level”, Sergiy Marchenko said.
At the same time, Halyna Markovych, advisor to the Minister of Finance and coordinator of the POSD sector “Local Budgets”, presented the key areas of the second stage of the municipal finance decentralization to the participants of the meeting and pointed out that the further re-distribution of financial resources between the central Government and the local authorities i.e. between the levels of public administration directly depends on the progress of the sectoral reforms.
In November 2016, a memorandum (Ministry for Regional Development, Ministry for Education and Research, Healthcare Ministry, Ministry for Infrastructure, Ministry for Natural Resources, Ministry for Culture, Ministry of Finance represented by Sergiy Marchenko) on cooperation with the Project for the expert support of public administration and economic development (EDGE) in the field of decentralization was signed.
In line with this memorandum, the Project Office for Sectoral Decentralization (POSD) was created whose key task is the coordination of decentralization at different ministries.
The session meeting was hosted by the POSD with the support of the Project for the expert support of public administration and economic development (EDGE).
