Deputy Minister of Finance Sergiy Marchenko attended the ХІІth Ukrainian Municipal Forum in Odessa which is annually hosted by the Ukrainian local self-government association “Association of Ukrainian Cities”. The event was also attended by Vice Prime Minister Gennadiy Zubko and first deputy head of the Presidential Administration Vitaliy Kovalchuk. The Forum was opened by the head of the Association of Ukrainian Cities Vitaliy Klichko.
The event offers a platform to discuss relevant issues and to agree the common position of the state authorities and the Association of Ukrainian Cities on the development of the local self-government.
Deputy Minister of Finance Sergiy Marchenko said in his speech that the Ministry of Finance has been pursuing the reform of budgetary relations which should enable real steps to re-distribute powers in favor of regions and local authorities, to de-centralize the budgetary relations as well as to stabilize the financial system of Ukraine.
The deputy Minister of Finance pointed out that the results of the local budgets confirm positive revenue trends. In the first five months of 2016, the consolidated budget received revenues equal to 53.9 billion hryvnas which is already more than a half of the revenues planned by the local councils for 2016. The revenues increased from all taxes – revenues from the personal income tax rose by almost 50%, revenues from the land tax rose by almost 60%.
“These trends make it possible for the local authorities to properly finance public facilities and address the development of their communities by themselves without approaching the central authorities for additional funding from the state budget”, deputy Minister of Finance Sergiy Marchenko informed.
Sergiy Marchenko also declared that active local communities will be built in Ukraine by joint efforts which must be able to ensure proper services in education, culture, healthcare, social welfare, construction, municipal utilities etc.
