Following the initiative of the Ministry of Finance, the Cabinet of Ministers on February 18 adopted four decrees making it possible to finalize regulations necessary to launch the verification of social welfare payments and pensions.
The Ministry of Finance is actively working to increase the effectiveness of public spending. In December 2015, the Parliament adopted amendments to the legislation proposed by the Ministry of Finance which are paving the way for the verification of all social welfare recipients.
New regulations were needed to implement the verification system elaborated by the Ministry of Finance. On February 11, the Cabinet of Ministers adopted three decrees allowing to connect the Ministry of Finance to the integrated interinstitutional information and telecommunication system for the control of persons, vehicles and goods crossing the state border of Ukraine. The decrees passed by the Cabinet of Ministers on February 18 are the last regulative step necessary to launch the verification, they also regulate some issues related to the verification of payments to the domestic refugees in Ukraine.
The new regulations are contributing to the build-up of an analytical and information system for electronic verification and monitoring which should able to help identify forgers and “ghost recipients” of social welfare and thus increase the targeting of social support to benefit those who need it most.
The system is currently operating in the test mode. The Ministry of Finance is going to present it to the public soon.
