The Representatives of the Ministry of Finance have had educational trips within the project "Support of the Reforms for Public Finance Management"

Study Trip on Program Budgeting, Medium-Term Budgeting and Strategic Planning, and Debt Management


From the 18th until the 24th of October a group consisting of representatives from the Ministry of Finance, the Ministry of Economy, the Accounting Chamber, the Administration of the President and the Budget committee of parliament of Ukraine travelled to the German state of Hessen to study various aspects of the budget cycle.

Meetings were held with all involved institutions, including the Hessian ministries of finance and economy, the budget bureau of the parliament, and the accounting chamber. Also a meeting was held with the Bundesfinanzagentur, the institution that manages the federal debt of Germany.

In the meetings, the delegates from Ukraine discussed with their Hessian counterparts what steps have been taken in Hessen to introduce program budgeting and how medium-term budgeting is carried out in practice, as well as what is been done and planned to do in Ukraine. Common and different experiences where shared and the foundation for further cooperation were laid.

The trip was part of the broader effort to introduce an modern budget system in Ukraine.

GIZ among others supports this effort within the framework of its project “Support to Public Finance Management Reform” it is implementing on behalf of BMZ and DfID to promote and facilitate the reform of Public Financial Management in Ukraine. The project supports the Ministry of Finance of Ukraine and other public bodies in human capacity development, professional networking and harmonization to best international practice.


Study Trip on Reform of Accounting in Public Sector Hessen


From the 1st until the 7th of November a group consisting of four representatives from the Accounting methodology division, Department of tax and customs policy and accounting methodology Ministry of Finance travelled to the German state of Hessen to study various aspects of the accounting in public sector in Hessen.

Meetings were held with Hessian ministries of finance and the Accounting chamber in frames of the study trip. The delegation participants visited also the Hessian Competence Center, where they were introduced about the tasks and work organization in relation to the new management structure in Wiesbaden.

In the meetings, the delegates from Ukraine learned what steps have been taken in Hessen to introduce budget reform at all and commercial accounting particularly. Participants had an opportunity to discuss with their colleagues European trends, as well as European accounting standards in the public sector EPSAS.

The trip was part of the broader effort to introduce an modern budget system in Ukraine.
