Experts of the E-Data project monitor the registration and publication of data at the website on public spending on daily basis. This week they have presented the registration list of Ukrainian ministries at http://spending.gov.ua/.
The Ministry of Finance has been implementing the revolutionary IT platform – E-Data, which enables requestors to retrieve accurate data on public spending in the real-time mode. Thus, every citizen can easily and rapidly trace payments effected by public bodies and state-owned companies, receivers of public funds, purpose and sum of payments etc.
Presently, data on public spending are published online by all ministries except for the Ministry of Agricultural Policy and Food. The strongest performer in regard to the publication of data online is the Ministry of Defense (17581 contracts, certificates of acceptance and reports), the outsider is the Ministry of Education and Research (2 documents).
The public finance portal “E-Data” already contains more than 30000 virtual offices of public bodies (entities entitled to manage and to receive public funds) which already post data on the use of public funds (contracts, certificates of acceptance, reports) according to the Law of Ukraine “On the Openness of the Use of Public Funds”.
The E-Data developers’ team conducts regular trainings for the employees of public bodies entitled to manage and to receive public funds to enable them to publish relevant data at the portal. Representatives of the civil society and journalists are trained to use data published at the portal for analysis and journalist research. 80 workshops and trainings have been conducted by the project team so far.
