Following the proposal of the Ministry of Finance, the Parliament adopted the draft law “On amendments to the Tax Code of Ukraine regarding the reduction of the impact on budget revenue administration” in the first reading. The draft law makes it possible to continue the reform of the State Fiscal Service and is aimed to improve the operations of the SFS, to reduce the number of authorization procedures as well as to simplify the procedure for filing administrative claims against the decisions of controlling authorities. The implementation of these steps would be in line with the recommendations of the International Monetary Fund on the reform of the State Fiscal Service.
The Ministry of Finance of Ukraine is actively working to implement institutional transformations at the State Fiscal Service meant to significantly improve the quality of public services for citizens and business as well as to delete opportunities for biased approach and corruption in the operation of tax and customs authorities.
The draft law establishes a one-level system for filing protests against liabilities of tax payers (the current system has two levels), the only place in charge for processing protests shall be the central office of the SFS. This would make it possible to significantly simplify the procedure and to reduce the timeframes for claims processing from 120 to 60 calendar days.
The Ministry of Finance expects the draft law to be supported by the Parliament in the second reading as well.
