The Ministry of Finance has presented for a public discussion a draft Government decree aimed to improve the implementation of the pilot project aimed to amend the funding mechanism for healthcare services provided by the institutes of the National Academy of Medical Sciences of Ukraine that participate in the project.
The project was developed by the Ministry of Finance to establish a high-quality and effective system for the delivery of tertiary (highly specialized) customer-oriented healthcare services. This system shall ensure healthcare for citizens of Ukraine in line with national and international standards.
The project is based on a list of highly specialized healthcare services provided free of charge to patients thanks to funding from the state budget. The list of these services was agreed by the Ukrainian Association of Cardiologists and the Association of Ukrainian Cardio-Vascular Surgeons. It was approved by the Scientific Council of the State Institute of Neurosurgery named after A.P. Romodanov (National Academy of Medical Sciences of Ukraine). The list of services was also examined and approved by the plenum of the management board of the organization “Association of Ukrainian Surgeons”.
Apart from that, tariffs were set for the state to pay for healthcare services provided to the citizens of Ukraine (tariff charts for each participating institute including all tariff elements for respective services are available in the annexes to the project).
Also, the participants of the pilot project receive a refund for the purchase of medical items costing more than UAH 1,000 that are used for the delivery of healthcare services in each separate case.
The draft decree is available under the link Draft Decree of the Cabinet of Ministers of Ukraine “On Amendments to the Decrees of the Cabinet of Ministers of Ukraine No. 1548 dd. December 25, 1996 and No. 425 dd. June 14, 2017”.

Following the public discussion, the Ministry of Finance will make corrections to the draft decree and submit it to the Cabinet of Ministers for consideration.
The pilot project was initiated by the Ministry of Finance in 2017 to increase the effectiveness of highly specialized healthcare services in Ukraine funded from the state budget.
The idea behind the project is to switch from the traditional “all-inclusive” funding of the institutions reporting to the National Academy of Medical Sciences to allocations from the state budget for concrete highly specialized healthcare services to be provided free of charge to patients.
The total allocations for this pilot project in the state budget for 2019 are equal to UAH 692.2 million.
Among the participants of this pilot project are the following research institutes of the National Academy of Medical Sciences:
- National Institute of Surgery and Transplantology named after O. O. Shalimov;
- Institute of Neurosurgery named after A. P.
- National Institute of Cardiovascular Surgery
named after M. M. Amosov;
- National Scientific Centre of Cardiology named after M. D. Strazhesko.
