The Ministry of Finance informs about the status of the examination and approval of budget program passports as per February 14, 2018.
Out of 481 budget program passports which must be approved in this year, the Ministry of Finance received 395 (82%).
240 (50%) of them have already been approved. 86 (18%) of budget program passports were not submitted to the Ministry of Finance on time. The main entities entitled to manage public funds had to prepare budget program passports and submit them for approval to the Ministry of Finance within 30 days after the entry of the Law on the State Budget into force. Thus, by January 30, the Ministry of Finance had to receive all draft budget program passports.
However, as per 30.01.2018, the Ministry of Finance only received 222 passports out of 481 (46%).
Given the failure to meet the deadlines to submit the budget program passports, the Ministry of Finance published a reminder on its website on February 1, 2018, urging all entities to submit their budget program passports for processing and approval.
According to paragraph 2 of part 1 of art. 117 of the Budget Code, 45 days were assigned for the entities managing public funds and to the Ministry of Finance to approve budget program passport starting from the entry into force of the Law on the State Budget (01.01.2018).
Hence, the budget program passports were to be approved by February 14, 2018. On February 15, the State Treasury Office of Ukraine terminated respective transactions due to the missing approved budget program passports. It means that the entities which did not submit their budget program passports on time, will not receive funding. This regulation does not grant any exceptions.
The Ministry of Finance repeatedly urged all parties to submit their budget program passports in line with the set procedure. The budget process requires responsibility and transparency. That is why, the Ministry of Finance regularly informs the public about all stages of the budget process and, especially, about the status and approval of the budget program passports.In case if any funding issues arise, the Ministry of Finance asks all affected parties to contact the respective entity which failed to submit its budget program passports for approval on time.
