On June 22, a meeting took place dedicated to the elaboration of key performance indicators (KPI) for the State Fiscal Service. The meeting was attended by the advisor to the Minister of Finance, head of the Project Office for Reforms at the Ministry of Finance Yana Bugrimova, advisor to the Minister of Finance Pavlo Kukhta as well as by representatives of the IMF, the Institute for Tax Reforms, the Research Institute for Fiscal Policy and the Reform Office of the State Fiscal Service.
The Ministry of Finance is actively working to speed up the reform processes at the State Fiscal Service to reload the system of cooperation between taxpayers and state authorities to base it on the principles of openness and transparency.
The meeting became the venue for the first official discussion and presentation of drafts which shall be the basis of the coming list of the KPIs for the State Fiscal Service. The participants of the meeting agreed the following:
• the KPIs must reflect the results of structural transformations in the work of the SFS;
• meeting revenue targets of the state budget and adoption of amendments to the legislation are important, but not the only KPIs to gauge the reform progress;
• development of the KPIs based on correct and credible information as well as the creation of a monitoring system for these KPIs are vitally important elements giving sense to the KPI tool itself.
The parties agreed to pursue their cooperation and are set to start with the data collection which is the most complicated part of this work.
