The Ministry of Finance herewith informs that according to the rules for the preparation of the passports of budget programs (approved by the order of the Ministry of Finance No. 1098 of December 29, 2002, with amendments, registered by the Ministry of Justice on January 21, 2003, under No. 47/7368) the main entities managing state budget funds shall prepare draft passports of budget programs and submit them for approval to the Ministry of Finance within 30 days after the entry into force of the law on the state budget of Ukraine for the respective year.
Hence, by January 30 the Ministry of Finance was to receive all draft passports of budget programs from the main entities managing state budget funds.
As per January 30, 2018, out of 481 passports which must be approved, the Ministry of Finance received only 222 passports of budget programs.
According to the Budget Code, the managing entities have 45 days to have their budget program passports approved (till February 14).
The Ministry of Finance repeatedly urged the relevant parties to have their passports of budget programs approved on time.
The budget process must be pursued in a responsible and transparent way. That is why, the Ministry of Finance informs the public about all stages of the budget process including the processing and approval of the budget program passports.
Apart from that, the state budget for 2018 was adopted on time – in the beginning of December 2017 – and in line with all budget regulations. Given that, all main entities managing state budget funds had enough time to prepare and to submit their draft passports of budget programs.
We ask all main managing entities to strictly comply with the timeline for the submission of their budget program passports to the Ministry of Finance of Ukraine.
The entities which fail to submit their budget program passports on time, won’t be able to receive funding according to the law. This concerns all entities without any exemptions.
